For beginners the answer is a definite yes.
The more comfortable and easy it is to play your guitar the more often you'll do it.
Often new classical guitars are set up with higher actions and hard tension strings to make them sounds great when played by the music shop assistant - loud and buzz free! But this is not what you want as a beginner.
Low action, regular tension strings and a nice thin neck profile will be make your guitar feel as natural and easy to play as possible. There may be the odd buzz but that really does not matter at all - it adds character!
From a technical point of view we want to avoid unnecessary tension at all costs - having a guitar that's easy to play is a great first step.
